Zoho Books is the cheaper route by a wide margin and the better fit if you are already using other Zoho products. Xero wins on unlimited users and on how many accountants already work in it.

Where the ladders start
Zoho Books is free for businesses under US$50,000 of revenue, with one user, one accountant and 1,000 invoices and expenses a year. Standard is US$15 a month for three users and 5,000 of each. Xero has no free tier: Early is US$25 a month with 20 invoices and 5 bills, and unlimited users.
How they meter growth
Zoho Books raises three numbers at each step: users, annual invoices and annual expenses, reaching 15 users and 100,000 documents on Ultimate at US$240 a month. Xero raises none of them after Growing: invoices, bills and users are all unlimited from US$55. That makes Xero flatter and Zoho Books finer-grained.
Feature coverage
Both state invoicing, bank reconciliation, multi-currency, tax reporting, inventory and project or timesheet billing. Xero additionally states payroll through Gusto and expense claims; Zoho Books does not list payroll on its pricing page. For a business with employees in the United States, that difference decides it.
