Runway is the cheaper way in: 125 free credits to try it and US$12 a month for 625. Luma starts at US$30 for 10,000 credits, which is far more generation per month but no way to test it without paying.

Credits are not comparable directly
Both meter in credits, and neither page states what one credit buys in seconds of footage, so the numbers cannot be compared across vendors. Within each vendor they are comparable: Runway goes 625, 2,250 then 9,500 credits a month at US$12, US$28 and US$76. Luma goes 10,000, 40,000 then 150,000 at US$30, US$90 and US$300, roughly a sixth cheaper on yearly billing.
What else the plans include
Runway publishes parallel generation limits (five, fifteen, twenty), project counts, brand kits and storage from 20 GB to 500 GB, plus text to speech and voice cloning. Luma publishes credits and shared team pools. Its page states text-to-video and image-to-video and little else, so most capabilities here are recorded as not verified.
Trying before buying
Runway gives 125 one-time credits free, which is enough to see how its models handle your material. Luma's page showed no free tier when we read it. For a team evaluating generative video, that difference usually decides which one gets tested first.
